TxDMV Adopted Rules: Chapter 220 – Automated Motor Vehicles
This document sets forth the administrative rules that the Texas Department of Motor Vehicles (TxDMV) has adopted under Chapter 220 – Automated Motor Vehicles of the Texas Administrative Code. The rules were adopted to implement Texas Transportation Code provisions recently enacted by Senate Bill 2807 (89th Legislature, 2025 Regular Session). They define:
- Purpose and scope of the automated motor vehicle rules, including the process for applying for authorization to operate an automated motor vehicle commercially without a human driver;
- Application requirements that must be satisfied by entities seeking authorization to operate automated vehicles, aligning with statutory criteria and vehicle identification procedures;
- Documentation updates and reporting obligations for authorized operators, including deadlines for submitting changes and notifications to the TxDMV;
- Administrative sanctions and enforcement structures by reference to related adjudicative rule chapters;
- The rules include tailored provisions specifying how the department will implement SB 2807 requirements and enforce compliance, including how law enforcement can determine authorized operations.
The rules became effective in late 2025/early 2026 and are part of the regulatory framework for commercial automated vehicle operations in Texas.
