Standing General Order on Crash Reporting | NHTSA
NHTSA’s Standing General Order on Crash Reporting establishes reporting obligations for manufacturers and operators of vehicles equipped with automated driving systems (ADS) and SAE Level 2 advanced driver assistance systems (ADAS). The Order requires timely notification of certain crashes involving these technologies so NHTSA can better monitor real‑world safety performance and identify potential safety defects. Key reporting conditions include incidents where automation was engaged within 30 seconds of a crash and resulted in significant outcomes (such as hospitalization, fatalities, airbag deployment, vulnerable road user involvement, or property damage). The General Order was first issued in 2021 and has been amended multiple times, including in 2023 and most recently in 2025 to improve reporting clarity and focus.
